Theballotingconcludedinanorderlymanner,leavingsignificantimplicationsforthetrajectoryofCambodia'sdemocraticpolitics.?

Cambodiahassuccessfullyheldfourcommuneelectionssofar.Asa"bigevent"forregisteringtheelectoratetovoteandparticipateinpolitics,thecommuneelectionsmeanthatvotersdirectlyelectCommuneandSangkatCouncils.?

TheCommuneandSangkatCouncilshaveboththepowerofdecision-makingandappointment,decidingmattersbyasimplemajorityanddirectlyappointingvillageleaders.Therefore,majorCambodianpoliticalpartiesvaluecommuneelectionsasmuchasgeneralelectionsandtheirperformanceistakenasabarometerforthenextyear'snationalassemblyelections.?

Thefinalresultofthe2017communeelectionswillnotbereleaseduntilSunday.TheNationalElectionCommitteeofCambodia,however,announcedthepreliminaryresultonJune4,showingthattherulingCambodianPeople'sParty(CPP)won1,163seatsoutof1,646,70percentoftheseats.Thebiggestoppositionparty,theCambodiaNationalRescueParty(CNRP),won482withabout30percentoftheseats.OneseatwenttotheKhmerNationalUnityParty.?

ItisevidentthattheCPPledbycurrentPrimeMinisterHunSenhas"won"theelectionsandtheCNRP's"failure"isobvious.HunSennotedinawrittenspeechwithinthepartythattheCPPwonmanymorevotesthanin2013,soithaswonthecommuneelectionsandHunSenexpressedconfidenceofkeepingpowerinnextyear'sgeneralelection.?

Incontrastwiththesehigh-soundingwords,theCNRPspokespersonadmittedtheparty'sfailureintheelection.However,itcanbearemarkablevictoryfortheCNRPconsideringitssignificantlyimprovedperformance.?

TheCNRPwoninthethreemostimportantcommunes—PhnomPenh,SiemReapandKampongCham(withthelargestpopulationandmostseats).Moreover,comparedwiththe2012communeelections,theCNRPhasmadenotableprogress.TheCNRPisamergeroftwopoliticalparties,theSamRainsyPartyandtheHumanRightsParty.Inwinning46percentofthepopularvote,theCNRPperformed15percentagepointsbetterthanthecombinedperformanceofitsprecursorpartiesduringthe2012communeelection.

Thecommuneelectionsalsoshowtwooutstandingfeatures.Oneishighvoterturnout.StatisticsshowthatCambodiahas7.87millionregisteredvoters,andtheNationalElectionCommitteehasdisclosedthatmorethan6millionpeoplevotedthisyearwithaturnoutof85.74percent.?

TheelectionswerejustandorderlywithsupervisionbyinspectorsfromCambodiaandforeigncountriessuchastheUS.Justnessandopennesshavebeenrealizedanddomesticandforeigninspectorsholdconsistentopinionsabouttheresult.?

The"win-win"situationenablestheCPPandtheCNRPtocompetepeacefullythroughelectionsundertheexistingpoliticalframework,whichobviouslyisgoodforthepeople.Afterall,"civilwar,"asHunSenwarnedof,andstreetprotests,whichwereoftenstagedbytheCNRP,wouldbeadisasterforeconomicandsocialdevelopment.?

Thetwopartieshavestartedpreparingforthe2018election.Politicalstabilityaswellaseconomicgrowth,rightsandbenefitsarenecessitiesforpeople,andpoliticalpartiesneedenoughpoliticalwisdomtoprovideit.
